Over many decades the OECD has played an important role in promoting respect for privacy as a fundamental value and a condition for the free flow of personal data across borders. This revision is the first since the original 1980 release of the Governing the Protection of Privacy and Transborder Flows of Personal Data (“Privacy Guidelines”) and was produced in light of changing technologies, markets and user behaviour, and the growing importance of digital identities.
